Revised Mobility Master Plan is Now Available for Public Review

Following a yearlong period of gathering comments and new ideas, the City of San Diego has posted its newly revised Draft Mobility Master Plan for public review. The Mobility Master Plan is a comprehensive transportation planning effort to create a balanced, equitable and sustainable mobility system for the City. It will help support investments in areas with the greatest needs, promote Vision Zero, and advance the goals of the Climate Action Plan and the General Plan. 

“We are thrilled that so many San Diegans took the time to provide thoughtful comments and suggestions on our draft Mobility Master Plan,” said Heather Werner, Interim Director of the City’s Department of Sustainability and Mobility. “We heard from many communities, incorporated the robust and diverse feedback, and are now excited to release the updated and improved Plan.” 

Sustainability and Mobility Department staff held numerous community outreach events in the spring and summer of 2024, including pop-up events at local libraries, a virtual open house and presentations to community groups. Residents also had the opportunity to submit comments online. 

The City received a wealth of feedback from the public and worked diligently to incorporate it into the revised draft. Comments included a desire for clear performance metrics and monitoring, projects that meet the transportation needs of all ages and abilities, and neighborhood-scale traffic calming improvements. 

Some of the notable changes and additions to the Plan include: 

  • In-depth discussion of the core values of the Plan: safety, sustainability and equity 
  • Inclusion of community profiles, which provide a snapshot of the Plan’s focus area communities and some of the community feedback gathered from the spring and summer outreach events 
  • Expanded summaries that describe new mobility programs including Wayfinding and Transportation Demand Management 
  • An expanded list of future mobility projects, which increased from 135 to 240 
  • An updated finance chapter that reflects the adopted fiscal year 2025 budget and previous spending on mobility improvements 

Individual chapters of the revised Plan may be viewed in PDF format and comments can be submitted on the Mobility Master Plan webpage. The final version of the Mobility Master Plan is expected to go before the Council’s Active Transportation and Infrastructure committee and the full City Council for approval in the coming months.
