Next Phase of Construction to Begin on Friars Road as Part of City of San Diego’s Pure Water Program

Thanks to significant progress on the City of San Diego’s Morena Pump Station project, the next phase of construction will start on Friars Road this weekend. In order to implement a new traffic control pattern to allow for this construction, the City will close Friars Road between Napa Street and Sea World Drive to all traffic from Friday, Feb. 28, at 9 p.m., to Saturday, March 1, at 9 p.m.
Following this full closure, the Friars Road westbound lane between Sea World Drive and Napa Street will reopen on Saturday, March 1, at 9 p.m., and the eastbound lane will remain closed through fall 2025.
Commuters are encouraged to follow the posted detour of Sea World Drive, Tecolote Road, Morena Boulevard and Napa Street for both the temporary full closure and the eastbound closure. Please prepare for delays in the area. See the construction notice for more details about the closure.
The lane closures on Friars Road allow for the construction of several diversion structures that will redirect wastewater flows to the Morena Pump Station, through the Morena Conveyance pipeline, and ultimately to the North City Pure Water Facility for purification. Work on the diversion structure under the north side of Friars Road (the westbound lane) has been completed and work on the structure located under the south side of Friars Road (the eastbound lane) can now begin.
This project is a key part of Pure Water San Diego, a phased, multi-year program that will complete our water cycle and provide San Diego with a reliable local water supply.
