Mayor Gloria Sworn In to Historic Second Term to Lead City of San Diego

With the official certification of election results showing he earned a decisive reelection from city voters, Mayor Todd Gloria was sworn in today to his historic second term as Mayor of the City of San Diego. Mayor Gloria took the oath of office with his family at his side as part of the City of San Diego’s 75th Inauguration Ceremony held at the Jacobs Music Center at Copley Symphony Hall.  

“This morning, I stand before you deeply humbled and profoundly honored to be sworn in for a second term as your Mayor,” said Mayor Todd Gloria during his inauguration address. “The past four years have been among the most challenging in our history. Yet, through it all, we rolled up our sleeves, focused on what mattered, and made real progress.” 

Sworn in on Dec. 10, 2020, as the City’s first person of color and the first LGBTQ+ person elected as the City’s mayor, Mayor Gloria served through the COVID-19 pandemic, the ensuing economic uncertainty, and social unrest. In addition, he inherited a host of long-ignored civic challenges that he has worked to tackle head-on with real solutions.  

Over the course of his first term, Mayor Gloria: 

  • Doubled the number of options for people experiencing homelessness to get off the streets,
  • Cracked down on street encampments and reduced the number of tents in Downtown San Diego by 80%,
  • Enacted pro-housing policies and cut bureaucratic red tape to build or permit more than 20,000 homes, including over 3,700 rent-restricted affordable homes, 
  • Repaired 25% of the City’s total road network,
  • Presided over an 11% reduction in crime.  

I take this oath today with a simple but firm commitment: There will be no second-term slowdown. Instead, this will be a second-term double-down,” Mayor Gloria told the crowd at the Jacobs Music Center. The challenges ahead will be formidable, but my faith in us is unshakable. I believe in our ability to rise to the occasion, make tough choices, and move forward.”  

Laying out his priorities for his second term, Mayor Gloria pledged to continue to act boldly to address homelessness and “end the era of encampments,” build more housing, fix roads and other city infrastructure, and ensure San Diego remains one of America’s safest big cities.  

“These are not just priorities—they are our responsibility,” Mayor Gloria continued. “You have given us a mandate to keep moving San Diego forward, and I will honor that trust by working tirelessly to do just that.”  

Mayor Gloria’s oath of office was administered by the Honorable Judge David Rubin, who was appointed by Gov. Gavin Newsom to serve on the Court of Appeal, Fourth Appellate District, in March 2023.
